The Joint Outfall “B” is a 144-inch pipeline constructed in 1957 with the largest RCP pipe available at the time to service millions of users within the Los Angeles County Sanitation Districts (LACSD) service area. After 60 years of service, the 144-inch pipeline had sustained significant structural damage due to hydrogen sulfide corrosion and was in need of major rehabilitation.
In order to restore the structural integrity of the trunk sewer, LACSD chose to use the largest available fiberglass reinforced polymer mortar pipe (RPMP) available to slipline the system, which was manufactured by Hobas Pipe USA with an inside diameter of 126-inches. In addition to sliplining more than 5,000-feet of the sewer pipeline on the project, Spiniello rehabilitated 15 maintenance holes, constructed two insertion pits, installed and maintained bypass pumping.
The pipeline had two major sections, each requiring an access pit for pipe insertion. The project’s significant flows and several curves in the pipe alignment posed major challenges. Therefore, two bulkheads were constructed to isolate the system and allow for man-entry. Given the large pipe size, complete isolation and full bypass, the Joint Outfall “B” was cleaned and lined via man-entry using specialty equipment. Spiniello used laser profiling of the alignment to manufacture the mitered pipes for placement within the curve sections.
Spiniello’s ability to overcome these challenges ultimately led the project to win the Trenchless Technology project of the year for 2019.
